What european policies to dramatically and urgently increase innovation and global competitive advantages?

I mean not only technological innovation, but also and mainly management processes innovation. This is very important for Portugal - we have a significant deficit in this respect, linked to a difficult cultural profile, and reduced availability of money to invest in new technologies.
