Feedback about what are the best methodological approaches to conduct innovation capability measurement for the innovation & research center of a university

I am a PhD candidate in the Information System department. Currently I am conducting a research tackling the measurement of innovation capability for "Innovation & Research Centers in Universities". Thinking in using Systems of Innovation Vs Diffusion of Innovation.  I really badly need your feedback regarding the suitable methodological approaches for conducting such a research.
